NOTICE OF TELEPHONIC PUBLIC HEARING WITH RESPECT TO PROPOSED REVENUE BOND FINANCING BY THE DISTRICT OF COLUMBIA

Notice is hereby given that the District of Columbia (the “District”) will hold a telephonic public hearing with respect to the proposed issuance by the District of its tax-exempt revenue bonds (in one or more series or issues) in an aggregate principal amount not to exceed $55,000,000 (the “Bonds”). The proceeds of the Bonds will be used to make a loan to The Corporation of the Washington Latin School - A Public Charter School (d/b/a Washington Latin Public Charter School) (the “Borrower”). The loan will be used to finance, refinance or reimburse the Borrower for certain costs of: (1) refunding the District of Columbia Revenue Bonds (Washington Latin Public Charter School Project) Series 2020 (the “Series 2020 Bonds”), which were issued to finance, refinance or reimburse the Borrower for certain costs of: (i) refinancing certain indebtedness, the proceeds of which were used to acquire, finance or refinance the costs of leasehold improvements to the Borrower’s public charter school facility located at 5200 2nd Street, NW, Washington, DC, together with all equipment, furnishings and other property, real and personal, functionally related and subordinate thereto (the “2nd Street Facility”), (ii) the funding of capitalized interest, any credit enhancement costs, liquidity costs and debt service reserve fund relating to the Series 2020 Bonds, and (iii) the funding of certain issuance costs related to the Series 2020 Bonds; (2) refinancing a 2022 term loan from Truist Bank, and a 2022 subordinated term loan from the District of Columbia acting by and through its Office of Public Charter school Financing and Support, the proceeds of which were used to acquire and improve a public charter school facility located at 4301 Harewood Road, NE, Washington, DC, together with parking facilities and other property, real and personal, related thereto (the “Harewood Road Facility” and together with the 2nd Street Facility, the “Facilities”); (3) the construction, equipping and development of the Harewood Road Facility; (4) funding certain working capital costs, to the extent financeable relating to the Bonds; (5) funding of capitalized interest, any credit enhancement costs, liquidity costs and debt service reserve fund relating to the Bonds; and (6) paying cost of issuance and other related costs to the extent permissible relating to the Bonds.

The Facilities will be operated and managed by the Borrower. The Facilities will be used by the Borrower in connection with its charitable purposes. The Bonds will be special, limited obligations of the District payable from loan payments received from the Borrower and other amounts pledged therefor. The Bonds will not be a general obligation of the District and will not be a pledge of or involve the faith and credit or the taxing power of the District.
