THE FOLLOWING ITEMS WILL BE HEARD BY THE PLANNING COMMISSION

MONDAY, MAY 6, 2024, 7 PM

1. FBCN23-00005 Columbia Pike Neighborhoods Form Based Code use permit located at 1200 S.

Thomas Street; and identified as RPC# 27-002-001.

2. Consideration of the following actions pertaining to the 750 23rd Street South (Melwood) Special General Land Use Plan (GLUP) Study:

A. Acceptance of the 750 23rd Street (Melwood) Special General Land Use Plan Study Document.

B. Request to advertise future public hearings by the Planning Commission and County Board on dates concurrent with those for consideration of future site plan and rezoning applications to consider a GLUP amendment from "Public" to "Low-Medium" Residential for the northeast portion of the block bounded by 23rd Street South, South Grant Street, South Hayes Street and 24th Street South, to include Parcel A (RPC #36-039-015) and to exclude Parcel B (RPC #36-039-016), which is and shall remain envisioned as a portion of Nelly Custis Park.

3. PC Business and Organizational Matters Approval of the April 10, 2024, Meeting Minutes Current Matters, CPHD

THE FOLLOWING ITEMS WILL BE HEARD BY THE PLANNING COMMISSION

WEDNESDAY, MAY 8, 2024, 7 PM

4. ZOA-2024-03 An ordinance to amend, reenact, and recodify Articles 13 and 18 of the ACZO relating to:

A. Replacing all mentions of the term “large media screen” with “outdoor visual entertainment”;

B. Increasing the maximum allowable luminance during nighttime hours for outdoor visual entertainment from 500 cd/m 2 to 700 cd/m2 ;

C. Amending and expanding the purposes of outdoor visual entertainment signs, to include the

enhancement of long-term economic viability of Arlington’s major commercial centers and fostering a sense of place in these centers through the use of dynamic visual amenities;

D. Incorporating a new definition for commercial shopping center into Article 18 (Definitions);

E. Amend approval criteria and use standards for outdoor visual entertainment;

F. Permitting the establishment of outdoor visual entertainment in commercial shopping centers;

G. Permitting the installation of outdoor visual entertainment on mixed-use and multiple-family

residential buildings within a community shopping center or urban regional shopping center;

H. Clarifying the methodology for measuring sign height for outdoor visual entertainment;

I. Permitting commercial messages on outdoor visual entertainment for activities, services, and

products within the community shopping center or urban regional shopping center for which the

outdoor visual entertainment sign was approved;

J. Establishing hours of operation for displays on outdoor visual entertainment between 9:00 am –10:00 pm, Sunday through Thursday, and between 8:00 am – 11:00 pm on Fridays and Saturdays, clarifying that sound emitted from outdoor visual entertainment shall only be permitted during these hours of operation; and permitting displays on outdoor visual entertainment beyond these prescribed hours of operation when associated with an approved Special Event Permit;

K. Permitting modification through County Board use permit approval for certain use standards, including minimum distance from an R or RA zoning district, maximum sign area, maximum sign height, sign type, and hours of operation;

L. Permitting approved and installed signs categorized as outdoor visual entertainment to continue tooperate in compliance with all conditions of the use permit or site plan under which it was originally approved;

M. Expanding the definition of outdoor visual entertainment to permit displays of live events,

movies, or similar displays; and,

N. Making other editorial changes for improved clarity, and for other related reasons required by

public necessity, convenience, general welfare, and good zoning practice.

5. ZOA-2024-02 An ordinance to amend, reenact, and recodify The ACZO Articles 7, 14, and 18 to:

A. Amend §14.3.3.B Off-site parking, Zoning districts other than R and RA districts, for an updated administrative approval process for off-site parking between two sites with the same owner, and provide for a special exception use permit for off-site parking between two sites with separate owners subject to use standard criteria ;

B. Delete §14.3.6.B Special administrative provisions for meeting parking requirements for restaurants for consistency with amended § 14.3.3.B;

C. Amend off-site parking in § 7.8.5 Mixed Use Virginia Square District Site development standards for consistency with amended § 14.3.3.B;

D. Establish a definition for Neighborhood commercial centers in Article 18 (Definitions);

E. Establish parking and/or loading standards in §14.3 Parking and Loading for Neighborhood commercial centers, and permit via a use permit approval for certain use standards including demonstrated Transportation Demand Management (TDM) strategies and/or a shared parking program and;

F. Make other editorial changes for improved clarity and for other related reasons required by public necessity, convenience, general welfare, and good zoning practice.

6. PLA23-00021 (PDSP #105) PHASED DEVELOPMENT SITE PLAN AMENDMENT to amend the Pentagon City Phased Development Site Plan for a portion of Parcel 1C to amend the allocation of uses, to permit additional density; to permit additional building height; and to adopt design guidelines for an area known as 12th Street Landing (former MCI Headquarters), located at 601and 701 12th Street S. (RPC# 35-004-004 and -006).

HOW TO VIEW AND PARTICIPATE

The Planning Commission Hearings are hybrid meetings where staff, applicants, and members of the public may attend in-person or via electronic teleconference/videoconference communications using Microsoft Teams.

Commission members, staff, and applicants will conduct the hearings in a hybrid environment at the Bozman Government Center, 2100 Clarendon Boulevard, Room 307, County Board Room.

• The hearings are now available in real time on YouTube . However, other options will be provided to view the meeting in real time through a Microsoft Teams link (provided upon registration for public testimony and/or for public viewing only).

• A broadcast of the hearings will continue to be available with closed captioning on Comcast Xfinity channels 25 and 1085; Verizon FiOS channels 39 and 40, 24-48 hours after the meeting has taken place.

To request to give public testimony, an online registration MUST be completed one week or at a minimum of 24-hours in advance of the hearing for a guaranteed opportunity to speak on the requested date and time. This applies to the original night of the meeting date and not the recess date.
