NOTICE OF APPLICATION

Section 108 Loan Guarantee Funds

Arlington County is applying for Section 108 Loan Guarantee funds through the U.S. Department of Housing and Urban Development.

Nonprofit developer Affordable Homes & Communities (AHC) and Goodwill of Greater Washington (Goodwill) have partnered to redevelop the existing Goodwill retail and donation center at 10 S. Glebe Road into a new construction, mixed-use community that incorporates 128 affordable apartment homes, a childcare center, and a new Goodwill retail store and donation processing facility. The project will provide a range of housing options, resident services, and employment at a single location. The development will increase the County’s housing supply by offering 128 rental homes at various affordability levels and family sizes. Arlington County is requesting $6,647,195 in Section 108 funds, or $6,647,000 per 24 CFR 570.704(a)(1)(i)(A), to support the Goodwill project. The total development cost of the project is $74,165,916.

Fiscal Year 2025 HUD Annual Action Plan

Arlington County Citizen Participation Plan

A draft of Arlington County’s amended FY 2025 Action Plan is available for review. The Plan is required by the U.S. Department of Housing and Urban Development, and provides the strategic plan for housing, homelessness, and community development activities supported by HUD funds over the 5-year period. Arlington is amending its Plan to incorporate a new activity, the Goodwill project. In addition, the County is amending its Citizen Participation Plan, a document required by the U.S. Department of Housing and Urban Development to receive federal Community Development Block Grant funds, to include Section 108 Loan Guarantee funds.

The draft amended Action Plan and Citizen Participation Plan are available for public review on the County’s website at http://www.arlingtonva.us/. Search for “FY 2025 Action Plan.”

Arlington County will hold a public comment period and hold a public hearing on these three distinct HUD actions:

1) Draft Section 108 Loan Guarantee Application

2) Draft amended FY 2025 HUD Action Plan

3) Draft amended HUD Citizen Participation Plan

The public is invited to provide comment through the following opportunities:

1) Public Comment Period: Tuesday, October 15 through Friday, November 15. Written comments may be sent to Jennifer Daniels, Planning and Community Development Supervisor electronically to jldaniels@arlingtonva.us or mailed to Department of Community Planning, Housing and Development, Housing Division, 2100 Clarendon Boulevard, Suite 700, Arlington 22201.
