ORDER OF PUBLICATION

The object of this proceeding is to effectuate the grandparent adoptions of Marisol Elise Lopez, born on August 12, 2008, in Tucson, Arizona, at University Medical Center, and Ernesto Alonzo Armando Jacquez, born on May 9, 2012, in Tucson, Arizona, at The University of Arizona Medical Center, and Esmeralda Antonnette Jacquez, born on September 11, 2014, in Murrieta, California, at Rancho Springs Medical Center, by Frank Querubin Marilao and his wife, Evangeline Rendeza Marilao (the maternal grandparents of the minor children), and to change the names of the minor children to Marisol Winters Marilao, Ernesto Winters Marilao and Esmeralda Winters Marilao, respectively.

An Affidavit for Order of Publication having been filed, under oath and in writing, stating that the whereabouts of Candice Antonnette Winters, the birth mother, and of Ernesto Alonzo Jacques, the acknowledged father of the minor child Ernesto Alonzo Armando Jacquez, are not known or reasonably ascertainable, the Court doth grant and enter this order of publication this October 9, 2024.

UPON CONSIDERATION WHEREOF, it is ordered that Candice Antonnette Winters and Ernesto Alonzo Jacquez, do appear before this Court on or before the twentieth (20th ) day of November at 10:00 a.m., o’clock, to do defend themselves on Petitioners’ allegation of abandonment of the three minor children, having failed without just cause to visit or contact their minor child/children within the six months prior to the filing of the Petition for Close Relative Adoption, pursuant to Virginia Code §63.2-1202 [H], 1950 Edition, as amended.

IT IS FURTHER ORDERED that this order be published once a week for four successive weeks in THE WASHINGTON TIMES, a newspaper having a general circulation in Arlington County, Virginia and published therein. And a copy of the Publication is to be posted at the front door of the Courthouse, and a copy mailed to proper and necessary parties to the proceedings, namely: Frank Querubin Marilao and Evangeline Rendeza Marilao.

The Affidavit of Publication and bill are to be forwarded to Barbara C. Jones, Esquire, counsel for the Petitioners, of 7016 Balmoral Forest Road, Clifton, Virginia 20124-1538.
