REQUEST FOR RELEASE OF FUNDS

On or about October 25, 2024, Montgomery County will authorize Community Support Services, Inc. to submit a request to the U.S. Department of Housing and Urban Development (HUD) Office of Community Planning and Development (CPD) for the release of Community Project Funding (CPF) grant funds from the Consolidated Appropriations Act FY-2022, Grant Number B-22-CP-MD-0391, for the following known as Community Resource Center for Children and Adults with Developmental Disabilities Renovation project. The project owner is Community Support Services, Inc., and it is located at 9055 Comprint Ct, Gaithersburg, MD 20877. The project will include the interior renovation of a 43,000-square-foot, 3-story building. The renovations include approximately 15,000 square feet of office alterations, including a 320 square foot Assistive Technology Classroom, a 950 square foot Fitness and Dance Program Classroom, a 650 square foot Music Program Classroom, an 880 square foot Virtual Services & Lounge Room, and a 935 square foot Dining area with a 440 square foot Training Kitchen. The renovations additionally include the restoration of an existing maintenance shop, the inclusion of an ADA-compliant Shower Room, new inclusive restroom facilities, general office improvements, and extensive modifications to aging mechanical systems. The total amount of the project cost is $850,000.

The activities proposed above are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements per 24 CFR, Part 58.35(a)(6). Additional project information is contained in the Environmental Review Record (ERR). The ERR will be available to the public for review either electronically or by U.S. mail. Please submit your request by mail to Montgomery County Department of Housing and Community Affairs, 1401 Rockville Pike, 4th Floor, Rockville, Maryland 20852, or by email to Trivens.Kargbo@Montgomerycountymd.gov. The ERR may be examined or copied on weekdays between the hours of 8:30 a.m. and 5:00 p.m., Monday through Friday.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the Montgomery County Department of Housing and Community Affairs. All comments received by October 24, 2024, midnight, will be considered by Montgomery County prior to authorizing a submission of a request for release of funds.

ENVIRONMENTAL CERTIFICATION

Montgomery County certifies to HUD that Scott Bruton, Certifying Officer, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Montgomery County to use the program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and Montgomery County’s (RE’s) certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Montgomery County; (b) the RE has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs, or undertaken activities not authorized by 24 CER Part 58 before approval of a release of funds by HUD; (d) another federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58 Sec.58.76), and may be addressed to HUD as follows: Mr. Michael Rose, Director, Community Planning and Development Division, michael.d.rose@hud.gov, potential objectors should contact HUD at (202) 275-9200, to verify the actual last day of the objection period.
