INVITATION FOR BIDS

REHABILITATION OF THEODORE ROOSEVELT BRIDGE

DCKA-2024-B-0009

The District of Columbia Office of Contracting and Procurement (“OCP”), on behalf of the District Department of Transportation (“DDOT” or “Department”), is seeking a contractor to perform preventative maintenance and emergency bridge repairs in accordance with the Solicitation Documents, as defined herein.

The Contractor shall provide all labor, materials, and equipment for the construction of the Project in accordance with the Contract Documents (“the Work”), which includes:

Work under this contract consists of performance of preventive maintenance and emergency repairs on highway structures (bridges, overpasses, underpasses, freeways, ramps, culverts, viaducts, retaining walls, sign structures, etc.) within the District of Columbia. Initial work locations will be furnished by DDOT’s Project Engineer prior to the commencement of work. Additional work will be assigned on an as-needed basis for the duration of the contract.

The work includes, but is not limited to the following items:

1. Bridge deck repairs; partial depth and/or full depth removal of deteriorated and cracked concrete on existing reinforced concrete bridge decks and replacement with a high early strength rapid-setting concrete material.

2. Repair and/or replacement of existing expansion joints in kind or with another type of joint,

3. Excavation/scarifying of the existing surface, deck repair, placement of latex-modified concrete overlays on bridge decks and approach slabs and texturing of the surface,

4. Sealing concrete bridge decks,

5. Repair and/or replacement of bridge approach slabs, repair of sidewalks, adjacent concrete base and concrete curbs and gutters,

6. Superstructure repair; repair and/or replacement of deteriorated beams, girders and other structural steel, including cleaning and painting of repaired areas,

7. Adding stringers between existing stringers,

8. Bridge washing,

9. Substructure repairs; surface and crack repair and structural repair of bridge piers, pier caps, abutments, backwalls, wingwalls, retaining walls and other concrete substructures,

10. Underpinning and shoring of deficient structural bridge elements,

11. Constructing sheet pile end walls and wingwalls,

12. Constructing temporary bents and rebuilding existing bents, piers and abutments,

13. Jacking of beams to restore or replace bearings and bearing pads on piers and abutments,

14. Replacement, resetting and repointing of stone masonry,

15. Repair and/or replacement of bridge railings and guiderails, Upgrading of guiderail transitions to bridge parapets,

16. Cleaning, painting and/or repainting of bridges and concrete substructures adjacent to bearing areas and expansion joints,

17. Repair or replacement and cleaning of bridge scuppers, grates and drainpipes,

18. Cleaning of catch basins and their connecting pipes in the vicinity of bridges,

19. Graffiti removal from concrete and steel structures and installing a graffiti protection system,

20. Placement of riprap to prevent scour, erosion and to provide slope protection for bridges, culverts, viaducts, etc.,

21. Removal and/or replacement of various small structures,

22. Removal of dirt, silt, debris and vegetation at culverts, viaducts, etc.,

23. Other miscellaneous repair work to various highway structures (culverts, retaining walls, etc.)

24. Work also includes all incidentals needed to complete the various items of work for the Project including mobilization, demobilization, lane closures, field layout, erosion and sediment control and final cleanup of each job site. The Contractor shall also produce design calculations as well as all shop drawings, for approval by the Engineer, in connection with its chosen systems for temporary support structures and devices, and all forming and shoring where required. The cost of miscellaneous equipment and materials will be reimbursable under Item 000 999, Miscellaneous Equipment and Materials.
