OFFICE OF CONTRACTING AND PROCUREMENT

The District of Columbia Government (the “District”), pursuant to the Procurement Practices Reform Act of 2010 (“PPRA”), issues a public notice of its Invitation for Bids (“IFB”) seeking a qualified contractor to complete construction for Improvement of Pennsylvania Avenue, SE. Minnesota Avenue, SE. Intersection from 27th Street to Fairlawn Avenue, SE. Ward 7 & 8., IFB NO.: DCKA-2025-B-0013.

Work under this contract will include implementing and monitoring of vehicular traffic of maintenance for the construction period and construction of curb and/or gutters, island, medians, sidewalks, driveways, upgrade of wheelchair ramps to meet ADA requirements. The contractor is required to produce all shop/working drawing, material certifications, laboratory test reports and other required submittals for review by the Chief Engineer in accordance with 105 of the Standard Specifications.

The District contemplates award of a firm-fixed price contract. This is a federally funded, open market project with a 19% Disadvantaged Business Enterprise (DBE) subcontracting goal. Bidders will be evaluated in accordance with the IFB and all applicable laws and regulations. A Bid Bond in the amount of 5% of the bid amount is required. Virtual Pre-Bid Conference: Tuesday, February 04, 2025, at 10:00 AM EST

Questions Due Date: Tuesday, February 11, 2025

Response to Questions: Via Amendment February 18, 2025

Bid Closing/Due Date: Thursday, February 27, 2025, at 2:00 PM EST

The IFB documents and any amendments or updates to the IFB will be available on the District Department of Transportation Access Portal (DTAP) website, https://dtap.ddot.dc.gov and https://contracts.ocp.dc.gov/solicitations. Bidders interested in responding must submit questions and bids in accordance with the instructions set out in the IFB Section L. All inquiries concerning this solicitation must be submitted in writing in accordance with the instructions set out in the IFB.

Bids will be accepted electronically as detailed in the solicitation documents.
