NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Arlington County, Virginia.
REQUEST FOR RELEASE OF FUNDS
This notice is to inform you that on or about March 6, 2025, Arlington County, Virginia will submit a request to the U.S. Department of Housing and Urban Development for the release of HOME Investment Partnership (HOME) funds under Title 1 of the Housing and Community Development Act of 1974, Public Law 93-383, as amended; 42 U.S.C. 5301 et seq to undertake a project known as the Goodwill Hybrid 9/4 located at 10 South Glebe Road in Arlington, VA. Arlington County will be requesting the use of up to $6,057,000 in HOME funds for the purpose of demolition of an existing Goodwill retail and donation center for the construction of a new 6-story mixed use development. The proposal consists of a new Goodwill retail and donation center, 128 units of affordable housing, and space for a future childcare center. The HUD funding will only be used for the affordable housing portion and an additional approximately $67,708,569 in private and donated funds will also be used to support the entire project. The project also includes utilities, parking, landscaping, and the housing will be co-located with an employment center and childcare to address two other barriers that exist in low-income individuals' lives.
FINDING OF NO SIGNIFICANT IMPACT
Arlington County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Housing Division of the Arlington County Department of Community Planning, Housing and Development (CPHD) at 2100 Clarendon Blvd., Suite 700, Arlington, VA 22201 and may be examined or copied weekdays from 8:30 AM to 4:30 PM.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the CPHD Housing Division. All comments received by March 4, 2025 will be considered by Arlington County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
Arlington County certifies to HUD that Mark Schwartz in his capacity as County Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Arlington County to use the HOME funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and Arlington County’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Arlington County; (b) Arlington County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD, 820 First Street, N.E., Suite 450, Washington, DC 20002-4255, Attention: Mr. Michael D. Rose, Director, Community Planning and Development Division. Potential objectors should contact HUD at (202) 775-6266, to verify the actual last day of the objection period.
