4:00 p.m. Public hearing to consider the adoption of an amendment to The Code of the County of Fairfax, Virginia, (Fairfax County Code) which will be set forth in Appendix R, prohibiting commercial vehicles, recreational vehicles (watercraft, boat trailers, motor homes, or camping trailers), and any trailer or semitrailer, as defined, respectively, in Fairfax County Code §§ 82-5-7, 82-5B-1, and 82-1-2(a)(50), from parking on the south side of Boone Boulevard, from Howard Avenue to the southeastern property line of 8229 Boone Boulevard, twenty-four hours per day, seven days a week. The proposed restrictions would be established in accordance with, and be subject to, the provisions of Fairfax County Code Section 82-5-37. (Providence District)
4:00 p.m. Public hearing on the Draft One-Year Action Plan for FY 2026. Fairfax County anticipates receiving an estimated $8.3 million in federal grant funds from the U.S. Department of Housing and Urban Development, with $2.3 million in program income, totaling $10.6 million in FY 2026 to support housing, human services, and community development priorities. The County is seeking community feedback on proposed priorities, strategies, goals and activities to guide the investment of these funds. The Draft One-Year Action Plan describes the specific activities for which federal funds received annually will be applied to achieve the overall goals and strategies contained in the Five-Year Consolidated Plan for FY 2022 – FY 2026 (the Consolidated Plan). Plan Amendment #SSPA 2023-IV-2S concerns approximately 22.75 acres of land bounded by Franconia Road, Beulah Street and Grovedale Drive in the Franconia Supervisor District. The area is planned for public facility, governmental and institutional use, office use, and retail use up to 0.25 FAR. 4:30 p.m. Public hearing to consider proposed revisions to the Fairfax County Board of Supervisors’ Countywide and Tysons Urban Center Workforce Dwelling Unit (WDU) Administrative Policy Guidelines. The Board directed staff to prepare for public hearing modifications to the Administrative Guidelines on December 5, 2023, with the authorization to consider revisions to the county’s WDU policies in the Comprehensive Plan Guidelines for the Provision of Workforce Dwelling Units, Appendix 1 of the Policy Plan Housing Element, and the Area Plans. As adopted on September 10, 2024, the revisions to the WDU policies lowered the income levels served in the For-sale WDU program, expanded the geography to which the WDU Policy applies, and adjusted aspects of the WDU program, such as bedroom mix and room sizes. The Administrative Guidelines serve as the mechanism to implement the WDU Policy. The revisions to the Administrative Guidelines propose to replace the current guidelines, adopted February 23, 2021, with an updated version. The proposed revisions would incorporate the recent policy changes; remove overlapping guidance with the policy; translate the structure and language in the document into plain English to make the document easier to read and understand; encourage earlier submission of the legal documents for review; identify DHCD involvement in the review process; reflect adjustments to the initial and resale pricing formulas; and address certain covenant recordation concerns. Clarifications to current guidance with more specific direction is also proposed, including revised guidance on transferring WDUs within developments with multiple unit types. Editorial changes to typographic and grammatical issues are also proposed. 4:30 p.m. Public hearing to propose an ordinance for passage that would amend Chapter 12 (Tenant-Landlord Relations) of the Code of the County of Fairfax, Virginia. If approved, the proposed amendments would dissolve the Fairfax County Tenant-Landlord Commission and provide minor updates to Chapter 12.
