CAPITOL POLICE BOARD ORDER 25.__

AMENDMENT TO THE TRAFFIC REGULATIONS FOR

THE UNITED STATES CAPITOL GROUNDS

CHAPTER 1, SECTIONS 1.4 AND CHAPTER 7, SECTION 22

Sec. 1. Pursuant to the authority of the Capitol Police Board under the provisions of Section 9, Public Law 570, July 31, 1946, (2 U.S.C. §1961(a)), to direct the policing of the United States Capitol Buildings and Grounds; 40 U.S.C. § 5104, prohibiting the firearms, dangerous weapons, explosives, or incendiary devices within Capitol Grounds and Buildings; and the provisions of Section 14, Public Law 570, July 31, 1946, (2 U.S.C. § 1969), to exercise exclusive charge and control of the regulation and movement of all vehicular and other traffic within the United States Capitol Grounds, and in the interest of safety and security of all persons, the Capitol Police Board hereby orders the following amendments to the Traffic Regulations for the United States Capitol Grounds (new language in bold):

Chapter 1, Section 1.4

§ 1.4.11 AUTONOMOUS VEHICLES

For purposes of these regulations, “motorized vehicle” includes fully autonomous vehicles or other motorized vehicles equipped with an automated driving system designed to function without a human driver present in the vehicle in active control of the vehicle but does not include motorized vehicles used by the Architect of the Capitol for purposes of maintenance or construction.

For purposes of these regulations, “operator” includes any or all persons or entities responsible for engaging or operating the autonomous vehicle’s automated driving system—including the human driver, software technology company, and/or any other entity—regardless of whether a human driver is physically present in the vehicle while the vehicle is operating on Capitol Grounds.

Chapter 7

§ 7.22. PROHIBITION ON OPERATION OF AUTONOMOUS VEHICLES

No motorized vehicle shall be operated on Capitol Grounds under the control of anyone or anything except for a human driver controlling the vehicle from inside of the vehicle. Penalties for violations of this section may be assessed against any operator. The Capitol Police Board may waive this section for purposes of testing or demonstration.

Sec 2. Pursuant to the notice requirement of 2 U.S.C. §1969(c), the Capitol Police Board hereby orders that this amendment to the Traffic and Motor Vehicle Regulations for the United States Capitol Grounds be printed in a daily newspaper published in the District of Columbia, and such regulations shall become effective at the expiration of ten days after such printing.
