AprilThe District of Columbia Government (the “District”), pursuant to the Procurement Practices Reform Act of 2010 (“PPRA”), hereby issues a public notice of its Invitation for Bids (“IFB”) in seeking a qualified contractor to complete construction FY25 Federal Aid Citywide Pavement Restoration IFB NO.: DCKA-2025-B-0034.

Work under this Contract consists of performing preventive maintenance activities to rehabilitate and maintain roadway and roadside assets, within the right-of-way on the District’s portion of the Federal Roadway segments at various locations, citywide. The specific roadway segments covered by this contract are listed in the legend as “Minor Arterial and Collector” in the 2016 Functional Classification Map and at:

The District contemplates award of an indefinite- delivery-indefinite-quantity contract (IDIQ). This is

a federally funded, open market project with a 13% Disadvantage Business Enterprise (DBE) subcontracting goal.

Bidders will be evaluated in accordance with the IFB and all applicable laws and regulations. A Bid Bond in the amount of 5% of the bid amount is required. Important dates related to this IFB can be seen below:

The IFB documents and any amendments or updates to the IFB will be available on the District Department of Transportation Access Portal (DTAP) website, https://dtap.ddot.dc.gov and https://contracts.ocp.dc.gov/solicitations. Bidders interested in responding must submit questions and bids in accordance with the instructions set out in the IFB. All inquiries concerning this solicitation must be submitted in writing in accordance with the instructions set out in the IFB.

Bids will be accepted electronically as detailed in the solicitation documents.
