REQUEST FOR PROPOSALS (RFP)

Legal Services: Borrower’s Counsel

Early Childhood Academy Public Charter School (ECAPCS) is requesting proposals from qualified law firms interested in providing legal services in connection with the unwinding of a New Markets Tax Credit (NMTC) transaction and the issuance of tax-exempt industrial revenue bonds through the District of Columbia’s Industrial Revenue Bond Program.

The selected firm will serve as ECAPCS’s borrower’s counsel through completion of bond closing and unwind execution. Interested firms must have established expertise with public charter schools sufficient to unwind existing New Markets Tax Credit (NMTC) transaction and refinance project using tax-exempt bond proceeds.

Additional specifications outlined in the RFP such as the Detailed Scope of Work can be obtained beginning on Friday, April 25, 2025, from bids@ecapcs.org. Proposals will be accepted via email to bids@ecapcs.org no later than Friday, May 9, 2025, by 5:00 p.m.
