Notice is hereby given that the District of Columbia (the “District”) will hold a telephonic public hearing with respect to the proposed issuance by the District of its qualified 501(c)(3) bonds, as defined in Section 145 of the Internal Revenue Code of 1986 (the “Code”), for a residential rental project (in one or more series or issues pursuant to a plan of financing) in an aggregate principal amount not to exceed $700,000,000 (the “Bonds”). The proceeds of the Bonds will be used to make a loan to DC Housing Solutions, Inc. (the “Borrower”). The loan will be used to finance, refinance or reimburse the Borrower for certain costs of: (1) the renovation, modernization and rehabilitation of nineteen (19) existing multifamily residential rental apartment buildings, comprising a total of 3,497 rental housing units and associated parking facilities located in Washington, D.C., and consisting of apartments buildings commonlyknown as: (i) Carroll Apartments, with a street address of 410 M Street SE, Washington, D.C.,20003, and comprised of 60 in an amount not to exceed $3,399,209; (ii) Claridge Towers, with a street address of 1221 M Street NW, Washington, D.C., 20009, and comprised of 343 units, in an amount not to exceed $68,945,409; (iii) Fort Lincoln, with a street address of 3400 Banneker Drive NE, Washington, D.C., 20018, and comprised of 120 units, in an amount not to exceed $13,596,838; (iv) Harvard Towers, with a street address of 1845 Harvard Street, NW, Washington, D.C., 20009, and comprised of 193 units, in an amount not to exceed $38,269,432; (v) Highland Addition, with a street address of 400 Atlantic Street, SE, Washington, D.C., 20032, and comprised of 118 units, in an amount not to exceed $25,778,666; (vi) HopkinsApartments, with a street address of 1430 L Street, SE, Washington, D.C., 20003, and comprised of 158 units, in an amount not to exceed $46,406,762; (vii) Horizon House, with a street address of 1150 12 Street, NW, Washington, D.C., 20009, and comprised of 105 units, in an amount not to exceed $21,415,019; (viii) James Apartments, with a street address of 1425 N Street, NW, Washington, D.C., 20005, and comprised of 141 units, in an amount not to exceed $32,456,155; (ix) James Creek, with a street address of 1244 First Street, SW, Washington, D.C., 20024, and

comprised of 242 units, in an amount not to exceed $76,664,761; (x) Judiciary House, with a street address of 461 H Street, NW, Washington, D.C., 20001, and comprised of 263 units, in an amount not to exceed $44,189,722; (xi) Kentucky Courts, with a street address of 340 13 Street, SE, Washington, D.C., 20003, and comprised of 118 units, in an amount not to exceed $18,049,802; (xii) Knox Hill, with a street address of 2700 Jasper Street, NW, Washington, D.C., 20020, and comprised of 122 units, in an amount not to exceed $6,911,726; (xiii) LeDroit Senior, with a street address of 2125 4th Street, NW, Washington, D.C., 20001, and comprised of 124 units, in an amount not to exceed $14,050,065; (xiv) Lincoln Heights, with a street address of 400 50 Street, NE, Washington, D.C., 20019, and comprised of 440 units, in an amount not to exceed $90,462,543; (xv) Regency House, with a street address of 5201 Connecticut Avenue, NW, Washington, D.C., 20015, and comprised of 160 units, in an amount not to exceed $31,521,823; (xvi) Sibley Plaza, with a street address of 1140 North Capitol St NW, Washington, D.C., 20002, and comprised of 224 units, in an amount not to exceed $44,416,336; (xvii) Stoddert Terrace, with a street address of 155 Ridge Road, SE, Washington, D.C., 20019, and comprised of 158 units, in an amount not to exceed $22,378,128; (xviii) Syphax Gardens, with a street address of 1501 Half Street, SW, Washington, D.C., 20024, and comprised of 174 units, in an amount not to exceed $50,268,641, and (xix) Woodland Terrace, with a street address of 2311 Ainger Place, NW, Washington, D.C., 20020, and comprised of 234 units, in an amount not to exceed $50,818,962; and, together with the respective ancillary common spaces in each apartment building (collectively, the “Facilities”); (2) the purchase and installation of certain equipment and furnishings, together with other property, real and personal, functionally related and subordinate to the Facilities; (3) funding certain working capital costs, to the extent financeable relating to the Bonds; (4) funding interest on the Bonds and any credit enhancement costs, liquidity costs or debt service reserve fund relating to the Bonds; and (5) paying cost of issuance and other related costs to the extent permissible relating to the Bonds.

The Facilities will be owned by the Borrower and used in connection with its housing purposes. The Bonds will be special, limited obligations of the District payable from loan payments received from the Borrower and other amounts pledged therefor. The Bonds will not be a general obligation of the District and will not be a pledge of or involve the faith and credit or the taxing power of the District.

The telephonic public hearing, which may be continued or adjourned, will be held at 9:30 a.m. on May 8, 2025, using the dial-in telephone number and access code provided at the top of this notice. Persons who wish to present oral testimony at the telephonic hearing should provide their names, addresses and telephone numbers, as well as the organization they represent (if any), to William Liggins at (202) 727-6365. Each person presenting oral testimony will be limited to 4 minutes and should provide Mr. Liggins with 5 written copies of their testimony at, or prior to, the hearing.
