4:00 p.m. Public Hearing on a proposed Spot Blight Abatement Ordinance for 3106 Groveton Street, Alexandria, Virginia in accordance with Virginia Code Annotated § 36-49.1:1. The Blight Abatement Case concerns a blighted, single-family structure located at 3106 Groveton Street, Alexandria, Virginia on approximately 16,425 square feet of land in the Franconia Magisterial District. The blight abatement plan is to demolish the structure, clear the lot and collect costs of blight abatement from the owner of this property, Tax Map No. 092-2 ((18)) (02) 0037. 4:00 p.m. Public hearing to consider proposed amendments to Chapter 41.1 and Chapter 82 of the Code of Fairfax County, Virginia. The proposed amendments update definitions, references, and position titles to reflect the consolidation of animal control functions under the renamed Department of Animal Services in Chapter 41.1 and reflect the Department’s new name in Chapter 82.

4:30 p.m. Public hearing to consider an ordinance to approve a Joint Exercise of Powers Agreement to authorize participation in the Virginia Municipal Trust Fund with other Virginia jurisdictions. Pursuant to Virginia Code Section 15.2-1300, the proposed ordinance authorizes the Fairfax County Director of Finance to execute a Trust Joinder Agreement allowing Fairfax County to become a participant in the Virginia Municipal Investment Trust (VA MINT). Virginia Code Section 15.2-1300 enables any two or more political subdivisions to enter into agreements with one another for joint action. The VA MINT offers Virginia jurisdictions an investment option that reduces costs through expense sharing and opens investment opportunities that might not be available to them if acting individually. The VA MINT is structured to require that all investments are in accordance with the requirements and restrictions of Virginia law, under the supervision of local treasurers, directors of finance and municipal investment managers. The objective of VA MINT is to invest in a variety of products while streamlining multiple portfolios into a single flexible and liquid product that allows for targeted maturities to improve interest potential.
