3:30 p.m. Public hearing to consider proposed revisions to the Comprehensive Plan for Fairfax County, VA. Plan Amendment SSPA-2023-III-2BR concerns approx. 9.40 ac. generally located on the N. side of Route 50, approx. 1,000 f. N. of its intersection with Dulles South Court; Tax Map Parcel # 33-2 ((1))1 in the Sully Supervisor District. The area is planned for office and industrial/flex uses up to 0.35 FAR. 4:00 p.m. Public hearing regarding an amendment to the Zoning Ordinance of the Code of the County of Fairfax, which is advertised by reference, regarding the Planned Development Housing (PDH) and Planned Development Commercial (PDC) Districts, and the submission requirements for a Final Development Plan (FDP). The changes as specifically set forth in the staff report may include, without limitation: (1) in the PDH District: (i) revising the secondary use standards to improve readability, (ii) removing the limitation on office gross floor area, and (iii) allowing the Board to modify the secondary use standards; (2) in the PDC District: (i) requiring 20 percent open space when residential development, an independent living facility, or a continuing care facility is proposed, and (ii) revising the secondary use standards to limit the gross floor area of all secondary uses to a maximum of 75 percent of the gross floor area of the development (option from 49 up to 75 percent), unless modified by the Board; (3) in the PDH and PDC Districts: requiring that any outdoor component of a commercial use be shown on an FDP; and (4) adding provisions to require a legal description for FDP applications. After the hearing, the Board may make appropriate changes or corrections in the ordinance or proposed amendment. 4:00 p.m. Public hearing to consider an ordinance to amend and readopt Fairfax County Code Sections 7-2-5, 7-2-6, 7-2-9, 7-2-13, and 7-3-2, to divide Cameron Glen precinct and adjust the boundary of Reston #1 precinct to create Reston #4 precinct in Hunter Mill District; divide Coates precinct to create Coppermine precinct in Dranesville District; divide Huntington precinct to create Montebello precinct in Mount Vernon District; rename the polling place for Greenspring precinct in Franconia District; relocate the polling place for Virginia Hills precinct in Franconia District; adjust the precinct boundaries between Marshall and Shreve precincts in Providence District; adjust the precinct boundaries between Green Trails and Old Mill precincts in Sully District; and recognize relocation of the Franconia Governmental Center to its new facility, which serves as a voter satellite office. The Virginia Code permits the governing body of each county and city to establish by ordinance as many precincts as it deems necessary with one polling place for each precinct. The Board of Supervisors is authorized to change precinct boundaries, polling place locations, and voter satellite office locations subject to the requirements of Virginia Code Sections 24.2-307, 24.2-310, 24.2-310.1, and 24.2-701.2. Virginia Code Section 24.2-129 also requires that certain “covered practices” go through either a statutorily specified public comment process or receive a Certification of No Objection from the Attorney General before the practices can be given effect. Among the “covered practices” identified are any changes that relocate polling places in the County. The Board must first adopt an ordinance making the proposed changes. If and after the Board adopts the ordinance, the County Attorney will file a request for a Certification of No Objection with the Virginia Attorney General, in accordance with Virginia Code § 24.2-129(D). All registered voters affected by a change in their precinct and/or polling place will be mailed a notice in advance of the next election, which is expected to be the November 4, 2025, General Election. 4:00 p.m. Public hearing to consider the adoption of an amendment to The Code of the County of Fairfax, Virginia (Fairfax County Code), which will be set forth in Appendix G, to consider establishing the Edison Residential Permit Parking District (RPPD), District 50. The proposed RPPD would be established in accordance with and subject to the provisions set forth in Article 5A of Chapter 82 of the Fairfax County Code; encompass the following street blocks: Edison Drive (Route 973), from the northern property boundary of 6204 Edison Drive to the southern property boundary of 6228 Edison Drive, west side; and from the northern property boundary of 6205 Edison Drive to Woodway Drive, east side. 4:00 p.m. Public hearing to consider the adoption of an amendment to The Code of the County of Fairfax, Virginia (Fairfax County Code), which will be set forth in Appendix G, to consider expansion of the Culmore Residential Permit Parking District (RPPD), District 9. The proposed RPPD would be expanded in accordance with and subject to the provisions set forth in Article 5A of Chapter 82 of the Fairfax County Code and encompass the following street block: Beachway Drive (Route 1886), east side, from Blair Road to the westernmost property boundary of 6110 Beachway Drive.
