Notice is hereby given that the City Council of the City of Fairfax at its meeting on Monday, July 22, 2025, at 7 p.m. in City Hall Annex, Room 100, 10455 Armstrong Street, Fairfax, Virginia, 22030, will hold a public hearing to consider the following:

Request from The Hill, A Davies Family LLC, applicant, by David Houston for Bean, Kinney & Korman, PC, agent/attorney, for consideration of a Zoning Map Amendment (Rezoning) pursuant to City Code Section 110-6.4 from RM Residential Medium to CU Commercial Urban in the Old Town Fairfax Transition Overlay District (TOD) with proffers; approval of a general development plan to allow an upper-story mixed use building that consists of up to 276 multifamily units and approximately 10,796 square feet of retail, office or other commercial nonresidential uses on the ground floor and structured parking on 2.69 +/- acres; and Special Exceptions pursuant to City Code Section 110-6.4 to permit less than 75% ground floor non-residential use in a mixed use building, to permit more than 24 dwelling units per acre, to permit height greater than forty-eight (48) feet, to eliminate the requirement for landscape strip and street trees along the access drive, to eliminate the requirement to provide vehicular access to abutting non-residential properties, to eliminate the requirement for a sidewalk on the northern side of the proposed access drive while providing it on the southern side, and to modify transitional yards; and a Major Certificate of Appropriateness for architecture and landscaping on the premises identified as 4131 Chain Bridge Road (Tax Map 57-4-02-040).

Request from Combined Courthouse, LLC, applicant, by Molly Novotny for Curata Partners, agent, for consideration of special exceptions pursuant to City Code Section 110-6.16 to permit

less than 75% ground floor non-residential use in a mixed use building, to permit more than 24 dwelling units per acre for a total of up to 315 units, to permit height greater than forty-eight (48) feet, to permit sidewalks less than ten (10) feet wide, to eliminate the requirement to provide vehicular access to abutting non-residential properties, to eliminate the requirement for a sidewalk on the southern side of proposed street 1 and on the eastern side of proposed street 2 while providing sidewalks on the northern side of proposed street 1 and on the western side of proposed street 2, to permit street trees to be more than fifteen (15) feet from the back of curb, and to permit the lot coverage to exceed 90%, to permit upper story interior clear heights to be less than nine (9) feet; and a Major Certificate of Appropriateness for architecture and landscaping on the premises identified as 10300 Willard Way (Tax Map 57-2-20-004-D).

Proposed amendments to the Code of the City of Fairfax, Chapter 110 (Zoning) to amend portions of articles and sections contained therein, including, but not limited to: Zoning Districts and Regulations, Site Development Standards, Development Review and Definitions.
