NOTICE OF VOLUNTARY REMEDIATION

Pursuant to the Virginia Voluntary Remediation Regulations, Virginia Administrative Code section 9VAC20-160-120, Hollin Hall, LLC (Participant) with an address of 4305 Wheeler Avenue, Alexandria, VA 22304 hereby provides notice of voluntary remediation at the following site (Site):

The Site consists of four parcels totaling approximately 3.89 acres in Fairfax County and is improved with the Hollin Hall Shopping Center. Hollin Hall Dry Cleaners has been operating at the Site since approximately 1953 and currently uses a green dry-cleaning product after changing over from tetrachloroethene (PCE) in approximately 2016. A past release has resulted in contamination of groundwater and soil gas with PCE and breakdown constituents. Low levels of petroleum products from an offsite release have also been detected in groundwater and soil gas. The Participant applied to and was deemed eligible to participate in the Voluntary Remediation Program (VRP) in order to assess and address any environmental risks associated with the detected constituents. A Site Characterization Report, Risk Assessment and Remedial Action Plan has been reviewed and accepted as complete by the Virginia Department of Environmental Quality (DEQ). The Risk Assessment includes an assessment of the risks to human health and the environment that were evaluated in accordance with DEQ guidelines. The risk evaluation found that the following restriction placed on the future use of the Site pursuant to the VRP will be protective of human health and the environment: groundwater beneath the Site shall not be used for any purpose other than environmental monitoring and testing, or de-watering in compliance with law.
