NOTICE OF INTENT TO ENTER SOLE SOURCE CONTRACTS

PHÁN Collective Entertainment

Paul Public Charter School intends to enter into a sole source contract with PHÁN Collective Entertainment for the delivery of the Young Black Males Conference (YBMC) Year-Long Program for the 2025–2026 school year.

PHÁN Collective is the sole provider of the YBMC program, a nationally recognized, gender-responsive, and culturally affirming leadership experience tailored specifically to the needs of Black and Brown youth. The program integrates monthly student workshops with a culminating conference experience, delivering a curriculum that is deeply aligned with the social-emotional, identity, and college/career readiness goals outlined in Paul PCS’s Vision 2035.

Paul’s Vision 2035 calls for the creation of a community that is culturally affirming, emotionally safe, intellectually curious, and rooted in high expectations. The program affirms Paul’s mission to develop responsible citizens, independent thinkers, and leaders by helping scholars cultivate purpose, voice, and agency.

PHÁN Collective’s programming has been previously piloted with success at Paul PCS, and the Consultant has built trust and credibility among staff and students. Their ability to deliver meaningful, student-centered programming without a steep onboarding curve ensures seamless implementation and continuity.

The YBMC model is uniquely designed to integrate with Paul PCS’s broader culture initiatives (including the MERIT Paul Way), making this not just a standalone student program but a critical element of our strategic culture and identity-building work. In addition, their program is original intellectual property, not publicly available or offered through any other source.

The partnership will be renewable for up to three (3) years.

The estimated yearly cost is approximately $50,000. The contract term shall be August 21, 2025 thru August 20th, 2026. This contract may be renewed each year within 30 days before the expiration of current contract with a new signed contract agreement.
