AND INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Montgomery County.
REQUEST FOR RELEASE OF FUNDS
On or after January 29, 2026, Montgomery County will submit a request to the U.S. Department of Housing and Urban Development (HUD) District of Columbia Field Office Community Planning and Development Office (CPD) for the release of HOME Investment Partnerships – American Rescue Plan Program (HOME-ARP) funds under section 3205 of the American Rescue Plan Act of 2021 (P.L. 117-2) (“ARP”) for the HOME Investment Partnerships Program (HOME) to undertake the following project known as Homeless Shelter. The project is the renovation of an existing building at 600 E. Gude Drive, Rockville, Maryland, 20850, into 18 affordable living quarters (ALQ) units, 2 of which will be ADA accessible. The exterior of the building will remain intact, while the interior will undergo renovation. There are no anticipated land disturbances outside of the existing building. A total of 9,645 square feet, the project will include design, permitting, and construction. Each ALQ will be approximately 250 square feet and include a kitchenette and bathroom, and be furnished with a bed, dresser, chair, and dining room table with two chairs. The renovation will include a community living room, community kitchen and dining area, laundry room, reception area and staff offices, lockers for residents, staff bathroom, storage, trash room, mechanical and electrical rooms, and a janitor closet. The project will include interior demolition, exterior improvements, including the addition of new window penetrations, evaluation of existing HVAC and possible new HVAC system, evaluation of electrical, and possible increase in electrical service, all interiors fit out, and furniture. The facility would also have a community kitchen, a community room, and shared laundry machines. The purpose of this project is to provide permanent supportive housing (PSH) to individuals with disabilities who are experiencing homelessness, including those who are chronically homeless. The estimated total project cost is $6,790,940, and that funding will come from HOME ARP funds.
FINDING OF NO SIGNIFICANT IMPACT
Montgomery County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR). The ERR will be available to the public for review either electronically or by U.S. mail. PUBLIC COMMENTS
Any individual, group or agency disagreeing with this determination or wishing to comment on the
project may submit written comments on the ERR to the office of Montgomery County Department of Housing and Community Affairs. All comments received by January 29, 2026, will be considered by Montgomery County prior to submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
Montgomery County certifies to HUD that Scott Bruton, Certifying Officer, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Montgomery County to use the program funds.
OBJECTIONS TO RELEASE FUNDS
HUD will accept objections to its release of funds and the Montgomery County certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) The certification was not executed by the Certifying Officer of Montgomery County; (b) The county has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) The grant recipient or other participants in the development process have committed funds, incurred costs, or undertaken activities not authorized by 24 CER Part 58 before approval of a release of funds by HUD; (d) Another federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, 58.76) and shall be addressed, Attention: Mr. Michael D. Rose, Director, Community Planning and Development Division. Potential objectors should contact HUD at 202-275-6266 to verify the actual last day of the objection period.
