ORDER OF PUBLICATION

On the day came John Thomas Geiss and Fionnuala Ann Smyth, by counsel, and filed a petition for John Thomas Geiss to adopt the above-named child, not his by birth, and to have this Honorable Court approve the consent of Petitioner's spouse, Fionnuala Ann Smyth, the birth mother of said child.

It appearing by affidavit that the biological father of the adoptee William Patrick Welsh, is Chad Brandon Welsh, his last known location was 3844 War Hill Green, Williamsburg, Virginia 23188, and the whereabouts of Chad Brandon Welsh, are unknown to Petitioner, although the Petitioner has exercised due diligence in attempting to locate Chad Brandon Welsh; it is ORDERED that Chad Brandon Welsh appear before this Court on or before February 12, 2026 and protect his interests herein.

And it is further ORDERED that the above paragraphs be published once a week for four(4) successive weeks in The Washington Times, a newspaper of general circulation in the County of Fairfax, Virginia, and that the bill for said publication shall be sent to Jamel D. Rowe, LIVESAY & MYERS, P.C., 11325 Random Hills Road, Suite 100, Fairfax, Virginia 22030. The Clerk of this Court shall post this Order at the front door of the courthouse.
