This matter came before the Court upon a Petition for Adoption of a child known as Zimo Zhu, and upon the allegation that the Department of Children's Welfare, Ministry of Civil Affairs, must be notified of these proceedings; and an Affidavit having been made and filed showing that the authorized contact person for said entity, is a non-resident individual, other than a non-resident individual fiduciary who has appointed a statutory agent; and the name of said contact person is Wang Dongliang, whose last known address is No. 6, JIanguomen South Street, Chaoyang District, Beijing, China. 100721;

UPON CONSIDERATION WHEREOF, this Order of Publication is granted, and it is ORDERED that Wang Dongliang of the Department of Children's Welfare, Ministry of Civil Affairs shall appear here on or before June 5, 2026 at 10 a.m. to do what is necessary to protect his interest in this cause. A written response may be provided instead of an appearance. It is further ORDERED that this Order of Publication shall be published once each week for four successive weeks in the Washington Times, and that the Clerk of this Court shall post a copy to the legal father at his last known address.
