Finding of No Significant Impact and Finding of No Practicable Alternative

for a Final Programmatic Environmental Assessment for Installation Development Plan Update at Joint Base Anacostia-Bolling

Joint Base Anacostia-Bolling (JBAB) prepared an Environmental Assessment (EA) and Transportation Study to evaluate the potential effects on the human and natural environment associated with implementing 10 projects identified in the five-year Installation Development Plan (IDP) Update at JBAB, Washington, DC. The Programmatic EA evaluated the potential effects of two action alternatives and a No Action Alternative.

Based on findings of the Final EA, JBAB prepared and signed a Finding of No Significant Impact (FONSI). Because the entire Proposed Action site is within the 100-year floodplain, the Air Force evaluated this action in accordance with Executive Order 11988, Floodplain Management, found that there is no practicable alternative to constructing the Proposed Action within the floodplain, and prepared a Finding of No Practicable Alternative (FONPA) in conjunction with the FONSI.
