PROCUREMENT ANNOUNCEMENT

The Government of the District of Columbia is soliciting bids for the following:

CAPTION: DYRS – Residential Treatment Services

The Government of the District of Columbia Office of Contracting and Procurement, on behalf of the Department of Youth Rehabilitation Services (DYRS) is seeking specialized residential treatment providers whose primary focus is behavioral modification for adolescent offenders and who provide ancillary programming to address the residents’ behavioral health and educational needs within a secure setting.

In addition to these broad services, the Department is seeking residential treatment providers that are equipped to manage residents who have a history of aggressive behaviors and/or have been adjudicated delinquent by the Superior Court for the District of Columbia and committed to DYRS for placement on serious, felony charges including loss of life. DYRS commitments vary in length depending on the severity of the offense and the identified treatment needs. The average length of stay in a residential program is six to twelve months.

DYRS is seeking residential treatment programs that accept youth who meet one or more of the following characteristics:

A) Lower functioning (IQ below 70). The program should employ a treatment model tailored for children and adolescents with cognitive disabilities. This could include neurological disorders, Autism Spectrum Disorder (ASD), Fetal Alcohol Syndrome (FAS), Traumatic Brain Injuries (TBI), and other disorders that impact the young person’s cognition and behavior.

B) Transitional-aged youth. Residential programming for young people between the ages of 17-20 who continue to have treatment needs that cannot be managed in the community, either due to their acuity or risk to the public's safety.

C) Gender-specific youth (female). Residential programming for female youth between the ages of 12 and 21. Programming can include co-ed service offerings.

The system of care expected to result from these human care agreements seeks to address the specific needs of youth served by DYRS. The programming shall be gender-specific, culturally sensitive, language-appropriate, and tailored to the strengths and needs of referred youth, based on best, promising, and evidence-based practices in delinquency reduction for youth and neurobehavioral rehabilitation. Services shall address positive youth development principles and the balanced and restorative justice principles of public safety, accountability, and competency development.
