Fairfax County Department of Public Works & Environmental Services Public Notice of Significant Noncompliance

Notice is hereby given that Granules Pharmaceuticals, Inc. (3701 Concorde Parkway, Chantilly, Virginia 20151), a permitted categorical industrial user that discharges to Fairfax County’s publicly owned treatment works, was determined to be in Significant Noncompliance (SNC) based on Technical Review Criteria (TRC) during the six-month period January 1 through June 30, 2025 and in violation of Wastewater Discharge Permit A60827.

During the six-month period, 33% or more of valid acetone sample results exceeded the permitted limit by more than 20%.

Fairfax County responded by issuing a Notice of Violation on March 27, 2025, requiring a corrective action plan. Following the TRC SNC determination, the County negotiated a Consent Order which was executed November 5, 2025, to verify compliance and prevent future discharges of excessive acetone from Granules’ industrial operations. The Consent Order requires additional acetone monitoring, written procedures to prevent acetone from being discharged to the sanitary sewer, and reimbursement of the County’s newspaper-publication costs for this notice.
