PUBLIC NOTICE
Arlington View Connector Trail
The Arlington County Department of Environmental Services (DES) invites you to review information regarding the proposed Arlington View Connector Trail project.
This facility will extend within a 30ft. wide easement, incorporating a minimum 10-ft. wide walking path, seating, lighting, shade trees with planted margin areas along both sides, a stair section incorporating a bike-wheel channel, and retaining walls of varying heights along the entire facility. Plaza areas are proposed at the entrance from 13th Road S. and at the bottom of the stair section at the I-395 underpass. The project proposes new corner improvements and curb ramps at S. Pierce St and 13th Rd. South, rebuilding the roadway section and north sidewalk under the I-395 underpass, and new curb ramps at Army Navy Drive. Any demolished curb ramps and sidewalk will be replaced in-kind. In accordance with the National Environmental Policy Act (NEPA) and 23 CFR 771, an environmental document in the form of a Programmatic Categorical Exclusion (PCE) is currently being prepared under an agreement between the Federal Highway Administration (FHWA) and the Virginia Department of Transportation (VDOT).
The project has acquired a permanent easement from the Arlington Public Schools (APS)-owned Carver Community Center, which fits the definition of a Section 4(f) property. As the project plans to permanently incorporate land into a transportation facility, the planned project meets the definition of a “use” of the property. Pursuant to the requirements of 23 CFR 774.5, notice is hereby given that the Arlington County Department of Environmental Services is accepting written comments regarding preliminary concurrence by Arlington Public Schools with the FHWA’s Section 4(f) applicability criteria for de minimis impacts on the Carver Community Center as a result of the Arlington View Connector Trail project.

You may request that a public hearing be held by sending a written request to Mr. Mark Dennis, Arlington County Department of Environmental Services, 2100 Clarendon Boulevard, Suite 900, Arlington VA 22201 on or prior to April 11th, 2026 (15 days after posting of public notice). If upon receiving public comments it is deemed necessary to hold a public hearing, notice of date, time, and location of the hearing will be posted.
