These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Montgomery County.

REQUEST FOR RELEASE OF FUNDS

On or about April 22, 2026, Montgomery County will authorize Affordable Homes & Communities Inc. to submit a request to the U.S. Department of Housing and Urban Development (HUD) Office of Community Planning and Development (CPD) for the release of Community Project Funding (CPF) grant funds from the Consolidated Appropriations Act FY-2024, Grant Number B-24-CP-MD-1026 for the following known as Randolph Community Childcare and Community Center construction project.

The project owner is Affordable Homes & Communities Inc., located at 4024 Gannon Road, Suite 116, Silver Spring, Maryland 20902. The project site consists of approximately 2,998 square feet of tenant space on the first floor of the Allium Place apartment building. The space is constructed of mixed masonry materials and is underlain by an open-air parking garage. The project site tenant space is currently vacant. The project site is in a primarily residential and commercial area of Silver Spring, Montgomery County, Maryland, and the surrounding properties include other portions of the Allium Place apartment building and commercial properties. The proposed project involves the significant design, upfitting, and furnishing of a white-box space to create a childcare center and a multi-use community room. HUD funding will support a portion of the upfit, construction, and associated soft costs, including capital equipment, furnishings, and professional services related to design, planning, engineering, and architecture. The project is part of a broader affordable housing development formerly known as the Randolph Road Community and now rebranded as Allium Place. The project's purpose is to provide essential residential and educational services, including affordable early childhood education, childcare, and after-school programming, for low-income families in Montgomery County, Maryland. Affordable Homes & Communities Inc. will allocate a portion of the funding to its subrecipient, Learning Leaf Child Development Center, to support the design, upfit, and furnishing of the childcare facility. The total project cost is $1,175,000.

FINDING OF NO SIGNIFICANT IMPACT

Montgomery County has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR). The ERR will be available to the public for review either electronically or by U.S. mail. Montgomerycountymd.gov. The ERR may be examined or copied on weekdays from 8:30 a.m. to 5:00 p.m., Monday through Friday.

PUBLIC COMMENTS

Any individual, group or agency disagreeing with this determination or wishing to comment on the project may submit written comments on the ERR to the office of Montgomery County Department of Housing and Community Affairs. All comments received by April 21, 2026, will be considered by Montgomery County prior to the submission of a request for the release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

Montgomery County certifies to the US Department of Housing and Urban Development (HUD) that Scott Bruton, in his capacity as Certifying Officer, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Montgomery County to use the program funds.

OBJECTIONS TO RELEASE FUNDS

HUD will accept objections to its release of funds and Montgomery County’s (RE’s) certification for a HUD will accept objections to its release of funds and Montgomery County’s (RE’s) certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of Montgomery County; (b) the RE has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs, or undertaken activities not authorized by 24 CER Part 58 before approval of a release of funds by HUD; (d) another federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58 Sec.58.76), and may be addressed to HUD as follows: Mr. Michael Rose, Director, Community Planning and Development Division, michael.d.rose@hud.gov, potential objectors should contact HUD at (202) 275-9200, to verify the actual last day of the objection period.
