Plan Amendment #SSPA 2023-III-11UP concerns approx. 5 ac. located at 1810, 1825, and 1850 Samuel Morse Drive in the Wiehle-Reston East Transit Station Area (Tax Map #18-3 ((6)) 7A, 7B, and 7C) in the Hunter Mill Supervisor District. 4:00 p.m. Public hearing on the matter of an amendment to Chapter 112.2 (the Zoning Ordinance) of the Code of the County of Fairfax, which is advertised by reference. The proposed changes may include, without limitation: (1) correcting errors, providing clarification, correcting or adding cross references, and making other minor editorial revisions; (2) revising the use-specific standards for massage therapy establishments; (3) clarifying that standards pertaining to minimum distance between data center buildings and residential property do not include property developed with an international airport and related uses; (4) removing the requirement for Zoning Administrator approval to create a blanket exemption to reduce certain highway and railroad setback standards for lots created before August 14, 1978; (5) allowing a special permit to amend setbacks previously shown on any variance approved before July 10, 2006; (6) revising earthborn vibration standards to create an exception for temporary activities; (7) clarifying that transitional screening, barrier, and parking lot landscaping requirements may be modified or waived by the Board where deemed appropriate or for interim uses; (8) revising standards to eliminate administrative approval of permitted modifications to Correlated Color Temperature for outdoor lighting fixtures; (9) revising standards to remove the allowance of an additional yard sign for a single-family dwelling under active construction, improvement, or renovation; (10) revising standards for signs in commercial and industrial districts to clarify requirements for determining building frontage when separate buildings are located on the same property; (11) revising notice and appeal application requirements to align with the Virginia Code, including standards to permit notice of certain land use actions by first-class mail instead of certified mail and making other clarifying edits to review procedures; (12) revising interpretations to clarify that the terms written, submitted, or filed include online submissions; (13) revising appeal period for violations involving storage or disposal of nonagricultural material; (14) revising submission requirements for phased development applications; (15) revising the submission requirements for special exception applications for Independent Living Facility, (16) increasing civil penalties for zoning violations on multifamily properties; (17) removing the definition for net floor area; and (18) revising the definitions of front yard; kennel (replacing it with animal boarding, breeding, or recreation establishment); and residence for manager or employee. The Board of Supervisors may make appropriate changes or corrections in the proposals as a result of the hearing. 4:00 p.m. Public hearing to consider proposed revisions to the Comprehensive Plan for Fairfax County, VA. Plan Amendment #SSPA 2023-I-2B concerns approx. 5.64 ac. generally located at 6200 Wilson Boulevard, Falls Church, VA 22044 (Tax Map # 51-3 ((1)) 43) in the Mason Supervisor District. The area is planned for multifamily residential at a density of 16-20 dwelling units per acre. The amendment will consider adding a Plan option for a mix of uses, including up to 20,000 square feet of retail and an increase in residential density to allow up to 300 additional multifamily dwelling units resulting in a total of 520 residential units on the property. 4:30 p.m. Public Hearing on the matter of considering the adoption of an ordinance to amend Chapter 4 of The Code of the County of Fairfax, Virginia, to add a new Article 32—Revitalization and Redevelopment Economic Incentive Program. The proposed Article 32 would offer a fee reduction of 10 percent for site plan review and a partial real estate tax abatement to private sector developers who purchase, assemble, revitalize, and redevelop properties that become Economic Revitalization Zones (ERZs) in accordance with the ordinance. The proposed Article 32 would establish Revitalization and Redevelopment Economic Incentive Areas (RREIAs) that merit revitalization and redevelopment opportunities and would also establish the terms, procedures, and qualifying components for future individual ERZs to be established by ordinance and that would be located within RREIAs. The proposed Article 32 would be adopted after the public hearing on May 5, 2026, but the effective dates for each ERZ will be determined individually at the date each ERZ ordinance is adopted.
