Shining Stars Montessori Academy Public Charter School invites proposals from qualified vendors to provide high-quality services in support of the Schools academic, administrative, operational, and strategic goals during the 2026–2027 school year. Vendors may submit proposals for all or selected service areas.
1. Academic Support Services; Montessori curriculum development and implementation support, High-impact professional development and coaching, Literacy and math instruction, including licensed teachers, Bilingual education and/or immersion programming coordination, Academic turnaround and targeted intervention services, Assessment administration, scoring, data analysis, and faculty professional development
2. Administrative and Executive Support Services; Front office and main reception management, Enrollment, admissions, records administration, Talent development and Human Resources support, Attendance and family engagement tracking systems and Executive-level administrative support
3. Apparel and Accessories; Logo design, Uniform and branded apparel procurement and Custom uniform and/or accessories for students and staff
4. Before, Afterschool, and Extended Learning Services; Structured before- and after-school programming, Enrichment activities aligned with Montessori philosophy, Extended day programming, summer learning, and enrichment programs, Compliance with licensing and child care regulations and Risk management, staffing, and curriculum support for extended learning
5. Building Grounds, Maintenance, and Management Services; Cleaning and janitorial services Renovations and general repairs and Preventative grounds (exterior) facility maintenance.
6. Classroom and Outdoor Furniture and Materials; Montessori-aligned classroom furniture and learning materials, Outdoor play and learning space equipment, Bulk reading and other materials to support literacy, math, science, history, and SEL instruction
7. Communications and Marketing Services; Strategic marketing and public relations Newsletters, videography, advertising, and media engagement, Social media management to support enrollment and brand presence
8. Contracted Instruction Services; Core content area instruction (ELA, math, science, social studies) In-person or virtual instruction and Enrichment subject areas
9. Construction Project Management and Architectural Services Project design and oversight
Architectural consultation, Facility planning and compliance support
10. ELL/TESOL/Immersion Services; Instructional support for English Language Learners / Multi-Language Learners, Assessment, intervention, and compliance
11. Facilities Renovation and Outdoor Learning Space Upgrade; Outdoor classroom enhancements, Nature- based learning installations, General site improvements
12. High-Intensity Tutoring / Accelerated Learning Programs; Targeted tutoring aligned with MTSS or
intervention plans, Academic acceleration for student growth and achievement
13. Human Resources and Talent Acquisition Services; Recruitment of Montessori-trained educators and school leaders, Staff onboarding and retention strategy development
14. Legal Services; Employment and labor law counsel, Special education and Title IX compliance, Vendor contract review and related staff training, General counsel and litigation support
. Charter and Education Law, Charter compliance and renewal support, Authorizer communications and corrective action plans, Federal and state education law compliance, Special education compliance under Individuals with Disabilities Education Act, Student privacy under Family Educational Rights and Privacy Act, Civil rights compliance including Title IX, OCR complaint representation before the U.S. Department of Education Office for Civil Rights
. Governance and Nonprofit Corporate Law; Board governance advisement, Bylaws and policy review, Conflict of interest guidance, Open meetings compliance, Executive session advisement, Nonprofit corporate filings and compliance
. Employment and Labor Law; Employee contracts, Terminations and discipline, Investigations, Wage and hour compliance, Leave laws (FMLA, ADA), Representation before the Equal Employment Opportunity Commission, Employee handbook review
. Student Discipline and Due Process; Suspension and expulsion hearings, Manifestation determination review support, Due process hearing representation, Risk mitigation consultation
. Contracts and Procurement; Vendor agreements, Facilities contracts, Transportation contracts, Independent contractor agreements, Federal grant procurement compliance
. Real Estate and Facilities; Lease review and negotiation, Zoning and land use compliance, Construction contracts, Facilities financing agreements
. Litigation Services; Employment litigation, Parent/student claims, Contract disputes, Personal injury defense, Administrative hearing representation, Immigration support for staff
15. Licensed Counseling and Social Work Services; On-site or virtual mental health support, School-based counseling services
16.Nursing and Allied Health Services; Licensed nursing services, Health screenings and allied health consultations
17. Operations Support Services; Attendance tracking and student records, Afterschool operations, inventory, and facility management, Food services, HR, and enrollment operations
18. Related Service Provider Support; Speech-language therapy, Occupational and physical therapy, Social work, guidance counseling, and student evaluations
19. Security and Services; Unarmed on-site security staffing, Safety monitoring for building and perimeter
20. Special Program/Education Services; Instructional and related services for students with IEPs and 504s
Comprehensive student evaluations
21. Student Transportation Services; General pick up and drop off, fieldtrip and special event transportation Local and regional transportation logistics
22. Technology Maintenance and IT Support; Information Technology and helpdesk services, Network administration and device maintenance, Website development and maintenance
23. Training and Professional Development Services; Staff training and coaching, Parent engagement and board development, Community engagement facilitation
Submission Requirements
All bidders must include the following in their proposals: Company profile and relevant experience Organizational capability statement, Resumes of principals / lead staff, Three (3) references from comparable schools or public charter entities, Evidence of prior work with private and/or public charter schools, Scope of services and pricing (including optional flexible models), Licensure/certification, where applicable
