NOTICE OF INTENT TO ENTER SOLE SOURCE CONTRACT

LIT EDUCATION

Harmony DC Public Charter School intends to enter into a sole source contract with Lit Education to create a Comprehensive Literacy Plan and to support its implementation.

Harmony DC seeks to strengthen delivery of its literacy instruction through a comprehensive literacy program. The school’s need is for an standards-aligned, coherent, evidence and research-based literacy instruction across classrooms will be met with its partnership with Lit

Education.

The scope of work includes a Qualitative Site Review, design meetings, professional development, and coaching.

The cost of this service is $214,897 for the period July 2026 through June 30, 2029.

Harmony DC PCS intends to enter into a sole source contract with Lit Education because it has determined that Lit Education is the only responsible organization able to provide the specific expertise and support needed by the school for its efforts around comprehensive literacy plan. Awarding the contract to another vendor would require significant redevelopment, implementation and training efforts, resulting in additional costs, delays in delivery, and disruption to the school’s workflows and overall operations.
