NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS FOR TIERED PROJECTS AND PROGRAMS

On or after August 18, 2026, Montgomery County will submit a request to the U.S. Department of Housing and Urban Development (HUD) District of Columbia Field Office Community Planning and Development Office (CPD) for the release of Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development Act of 1974, as amended and HOME Investment Partnership Program (HOME) funds under Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990 to undertake the following projects:

Tier 1 Broad Review Project Title: Housing Acquisition and Preservation.

Purpose: Funds will be used for affordable housing activities.

Location: Within the county boundaries. Specific addresses will be assessed in the site-specific reviews.

Project Description: Eligible activities to benefit low-and moderate-income residents may include

rental and homeownership opportunities such as acquisition, rehabilitation, and homebuyer assistance.

CDBG funds may be used for single-family homes, multi-family properties, and group homes that are

occupied by low to moderate-income tenants. Eligible rehabilitation activities include those to eliminate code violations and make other necessary improvements, including accessibility and/or energy conservation. An estimated 8 units will be created, preserved, or improved. Tier 2 site-specific reviews will be completed for those laws and authorities not addressed in the tier 1 broad review for each address under this program when addresses become known.

Tier 2 Site Specific Review: The site-specific reviews will cover the following laws and authorities not addressed in the Tier 1 broad review: Flood Insurance, Contamination and Toxic Substances, Floodplain Management, Historic Preservation, Noise Abatement and Control.

Estimated Total HUD Funded Amount $1,677,484

Tier 1 Broad Review Project/Program Title: Focused Neighborhood Assistance.

Purpose: Funds will be used as Focused Neighborhood Assistance (FNA) to provide financial and technical assistance to select affordable neighborhoods to improve the quality of life, safety and the welfare of residents.

Location: Within the Montgomery County boundaries of Wedgewood and other areas (Specific addresses will be assessed in the site-specific reviews).

Project/Program Description: The Focused Neighborhood Assistance (FNA) program includes financial and technical assistance, design, planning and construction for select affordable neighborhoods to improve the quality of life, safety, and welfare of residents. Facility planning is now underway for additional FNA projects. The Neighborhood Revitalization staff meets with HOA and/or Condominium Association boards and residents to determine the scope of projects for selected communities. Design and planning activities occur before any construction is undertaken. Tier 2 site-specific reviews will be completed for those laws and authorities not addressed in the Tier 1 broad review for each address under this program when addresses become known.

Tier 2 Site Specific Review: The site-specific reviews will cover the following laws and authorities not

Estimated Total HUD Funded Amount: $600,000

Tier 1 Broad Review Project/Program Title: Group Home Rehabilitation.

Purpose: Funds will be used to assist nonprofit providers in rehabilitating group homes

Location: Within the Montgomery County boundaries. Specific addresses will be assessed in the site-specific reviews.

Project/Program Description: Funds will be used to assist nonprofit providers in rehabilitating group homes occupied by low-income, special-needs people. The goal is to eliminate code violations

and make other necessary improvements, including accessibility and energy conservation improvements.

Tier 2 site-specific reviews will be completed for those laws and authorities not addressed in the

tier 1 broad review for each address under this program when addresses become known.

Tier 1 Broad Review Project/Program Title: Single Family Rehabilitation (City of Rockville)

Purpose: Funds will be used by the City of Rockville will assist single-family homeowners with

home repairs.

Location: Single-family properties within the City of Rockville. Specific addresses will be identified in

the Tier 2 review step.

Project/Program Description: Projects may include replacement of lead-based or non-lead-based

paint, roofing, venting, and/or gutter materials, windows, entry doors, unsafe porches, concrete on

privately-owned lots causing unsafe conditions, or disabled or dangerous heating, plumbing, or electrical systems. Tier 2 site-specific reviews will be completed for those laws and authorities not addressed in the tier 1 broad review for each address under this program when addresses become known.

Tier 1 Broad Review Project/Program Title: Neighborhood Infrastructure (City of Takoma Park)

Purpose: Neighborhood improvements ranging from sidewalks, roadway, and stormwater treatment infrastructure, to facade and streetscape improvements in the City of Takoma Park, within CDBG eligible areas.

Location: Within the City of Takoma Park boundaries. Specific addresses will be assessed in the site-specific reviews.

Project/Program Description: The Project will include improvements ranging from sidewalks, roadway,

and stormwater treatment infrastructure, to facade and streetscape improvements within CDBG-eligible areas. Tier 2 site-specific reviews will be completed for those laws and authorities not addressed in the tier 1broad review for each address under this program when addresses become known.

Tier 1 Broad Review Project/Program Title: Housing Production and Preservation

Purpose: Funds will be used for the construction, acquisition, and/or rehabilitation of housing (both

multi- and single-family units)

Location: Within the Montgomery County boundaries. Specific addresses will be assessed in the site-specific reviews.

Project/Program Description: Funds may be used for the construction, acquisition, and/or rehabilitation of rental and/or homeowner housing (both multi- and single-family units). Funds may also be used for homebuyer assistance, such as for down payments and mortgages. DHCA may work with

the private sector, non-profits, and/or the Montgomery County Housing Opportunities Commission (HOC) in implementing this program. Tier 2 site-specific reviews will be completed for those laws and authorities not addressed in the tier 1 broad review for each address under this program when addresses become known.

Tier 1 Broad Review Project/Program Title: Housing Production (CHDOs):

Purpose: Funds will be used to fund housing development activities of CHDOs

Location: Within the Montgomery County boundaries. Specific addresses will be assessed in the site-specific reviews.

Project/Program Description: Projects may include construction, acquisition, and/or rehabilitation of

housing (both multi- and single-family units). Tier 2 site-specific reviews will be completed for those

laws and authorities not addressed in the tier 1 broad review for each address under this program when addresses become known.

Estimated Total HUD Funded Amount: $303,407

The activities proposed above are categorically excluded under HUD regulations at 24 CFR Part 58

from National Environmental Policy Act (NEPA) requirements per 24 CFR, Part 58.35(a)(6). An Environmental Review Record (ERR) that documents the environmental determinations for these projects is on file at Montgomery County Department of Housing and Community Affairs, 1401 Rockville Pike, 4 th Floor, Rockville, Maryland 20852, and may be examined or copied on weekdays between the hours of 8:30 a.m. and 5:00 p.m., Monday through Friday. or at https://www.hudexchange.info/programs/environmental-review/environmental-review-records/.

PUBLIC COMMENTS

Any individual, group or agency may submit written comments on the ERR to the Montgomery County Department of Housing and Community Affairs. All comments received by August 17, 2026, midnight, will be considered by Montgomery County prior to authorizing a submission of a request for release of funds.

ENVIRONMENTAL CERTIFICATION

Montgomery County certifies to HUD that Scott Bruton, Certifying Officer, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Montgomery County to use the program funds.

OBJECTIONS TO RELEASE FUNDS

HUD will accept objections to its release of funds and the Montgomery County certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) The certification was not executed by the Certifying Officer of Montgomery County; (b) The county has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) The grant recipient or other participants in the development process have committed funds, incurred costs, or undertaken activities not authorized by 24 CER Part 58 before approval of a release of funds by HUD; (d) Another federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, 58.76) and shall be addressed, Attention: Mr. Michael D. Rose, Director, Community Planning and Development Division. Potential objectors should contact HUD at 202-275-6266 to verify the actual last day of the objection period.
