The object of this suit is to obtain a step-parent adoption of the above-captioned minor child and a name change of said child. It appearing by affidavit that the birth father of the above-captioned minor child's last known residential address is unknown and the birth father may or may not be a resident of the Commonwealth of Virginia, although his exact whereabouts are unknown to Plaintiff, it is ORDERED that BILLY JACK ROACH appear before October 13, 2026, and protect his interests herein.

And it is further ORDERED that the above paragraphs be published once a week for four (4) successive weeks in The Washington Times, a newspaper of general circulation in the County of Stafford, Virginia, and that the bill for said publication shall be sent to Caitlyn S. Stubbs, Esquire, Rinehart, Bryant, P.L.L.C., 1259 Courthouse Road, Suite 105, Stafford, Virginia 22554, Tel: (540-369-8855).

The Clerk of this Court shall post this Order at the front door of the courthouse and shall mail a copy of this Order to BILLY JACK ROACH at the address, if any, given in the affidavit of the Petitioner filed herein.
