OF ARLINGTON COUNTY, VIRGINIA IN THE

MAXIMUM AMOUNTS OF

$69,745,000 FOR METRO AND TRANSPORTATION PROJECTS;

$34,945,000 FOR LOCAL PARKS AND RECREATION;

$58,825,000 FOR COMMUNITY INFRASTRUCTURE;

$80,000,000 FOR ARLINGTON COUNTY PUBLIC SCHOOLS PROJECTS; AND

$20,745,000 FOR UTILITIES

THERE HAVING been presented to the Court certified copies of resolutions duly adopted by the County Board of Arlington County, Virginia (the "County") on July 21, 2026 (the "Resolutions"), entitled "Metro and Transportation Projects," "Local Parks & Recreation," "Community Infrastructure," "Arlington Public Schools Projects," and “Utilities” requesting the Circuit Court to enter an order calling elections on the questions of contracting debt and issuing general obligation bonds of the County in the maximum principal amounts of (i) $69,745,000 for Metro and transportation projects; (ii) $34,945,000 for local parks and recreation projects; (iii) $58,825,000 for community infrastructure; (iv) $80,000,000 for Arlington County public school projects; and (v) $20,745,000 for utilities; and it appearing that the Resolutions have been duly adopted in accordance with law, it is hereby ADJUDGED AND ORDERED as follows:

1. The Resolutions are hereby filed in accordance with Section 15.2-2610 of the Code of Virginia of 1950, as amended.

2. The regular election officers of the County shall on the 3rd day of November, 2026, which date is at least 81 days after the date of this Order, open a poll and take the sense of the qualified voters of the County on the following questions regarding contracting debt and issuing general obligation bonds of the County in the maximum principal amounts and for the purposes set forth in the Resolutions.

3. The ballot to be used at the election shall be in substantially the following form:

Metro and Transportation

QUESTION: Shall Arlington County contract a debt and issue its general obligation bonds in the maximum principal amount of $69,745,000 to finance, together with other available funds, the cost of various capital projects for the Washington Metropolitan Area Transit Authority (WMATA) and other transit, pedestrian, road or transportation projects?

( ) YES

( ) NO

Local Parks and Recreation

QUESTION: Shall Arlington County contract a debt and issue its general obligation bonds in the maximum principal amount of $34,945,000 to finance, together with other available funds, the cost of various capital projects for local parks & recreation?

( ) YES

( ) NO

Community Infrastructure

QUESTION: Shall Arlington County contract a debt and issue its general obligation bonds in the maximum principal amount of $58,825,000 to finance, together with other available funds, the cost of various capital projects, including but not limited to facilities maintenance capital, facilities design and construction, the Arlington Neighborhoods Program, and other County infrastructure?

Utilities

QUESTION: Shall Arlington County contract a debt and issue its general obligation bonds in the maximum amount of $20,745,000 to finance, together with other available funds, the cost of designing, expanding, improving, and renovating Arlington County’s Water Pollution Control Plant and the water and sewer systems serving the County?

( ) YES

( ) NO

Arlington Public Schools

QUESTION: Shall Arlington County contract a debt and issue its general obligation bonds in the maximum principal amount of $80,000,000 to finance, together with other available funds, the cost of various capital projects for Arlington Public Schools?

( ) YES

( ) NO

4. The election shall be conducted and the ballots counted and the returns made and canvassed in the manner provided by law, and the results thereof shall be certified to this Court, to the State Board of Elections and to the County Board.

5. A copy of this Order shall serve as the writ of election and shall be served on each member of the Electoral Board of the County.

6. The Clerk of this Court shall publish a certified copy of this Order, preceded by the caption, "Notice of Bond Election" in a newspaper having general circulation in the County; such publication shall be made at least once at least ten days before the election.

7. The Clerk of this Court shall forthwith send a certified copy of this Order to the State Board of Elections.
