LEGAL NOTICE

APPLICATION FOR DEPOSIT INSURANCE AND BANK CHARTER

The organizers of Mooddai International Bank, a proposed de novo District of Columbia-chartered bank (in formation), have submitted an application for federal deposit insurance to the Federal Deposit Insurance Corporation (“FDIC”) and an application to charter a bank to the Department of Insurance, Securities and Banking of the District of Columbia (“DISB”). The proposed bank intends to operate initially from an office to be located within the geographic boundaries of the District of Columbia. The names of the organizers of the proposed bank are: Admassu Abebe, Takele Argaw, Gregory Benson, Asrat Betru, Melaku Lakew, Solomon Lemma, Genet Mersha, Sheryl Riggs, Ryan Segars, Henok Tesfaye, Tesfaye Tsadik and Surafiel Yakob.

Any person wishing to comment on the application may file his or her comments, in writing, with the Regional Director of the FDIC at its New York Regional Office at 350 Fifth Avenue, Suite 1200, New York, New York 10118-0110, not later than October 18, 2026. The non-confidential portions of the application are on file in the FDIC’s regional office and are available for public inspection during regular business hours. Photocopies of the non-confidential portion of the application file will be made available upon request.

Any person wishing to comment on the application may also file his or her comments, in writing, with the Commissioner of the DISB at 1050 First Street, NE, 801, Washington, D.C. 20002, not later than October 18, 2026. The non-confidential portions of the application are on file in the DISB’s office and are available for public inspection during regular business hours. Photocopies of the non-confidential portion of the application file will be made available upon request.
