CABLE TELELVISON FRANCHISE CHANGE OF CONTROL

Montgomery County has received an application from Starpower Communications, LLC, doing business under the Astound brand and other trade names (the “Franchisee”), provides cable video cable services in Montgomery County pursuant to a Cable Franchise Agreement.

In accordance with Section 8A-23 of the Montgomery County Code, a public hearing has been scheduled to receive input regarding the application. This hearing will be conducted jointly with participating municipalities pursuant to requirements of applicable local ordinances.

Individuals may either testify at the public hearing or provide written comments for the record. You must pre- register to testify at the hearing, contact the County’s Office of Broadband Programs at 240-777-3762. Written comments may be submitted through Thursday, October 29th, 2026. Comments should be submitted via email to marjorie.williams@montgomerycountymd.gov
