ANNOUNCEMENT

FROM THE REPUBLIC OF TURKIYE

MARDIN 3RD CIVIL COURT OF FIRST INSTANCE / PRESIDENCY

CASE NO. : 2024/685

DEFENDANT: YUSUF AKBULUT, T.C. ID No. 49561569588

By decision of our Court, it was ordered that the 3rd Supplementary Expert Report dated 29/06/2026 be served by public announcement upon the defendant Yusuf Akbulut, T.C. ID No. 49561569588, at the address 6111 Grandby St., Ste. 405, Norfolk, United States of America.

In summary, the 3rd Supplementary Expert Report dated 29/06/2026 states as follows:

“It was determined that an amount of TRY 3,256.64 was paid by the claimant institution into the bank account of the defendant Yusuf AKBULUT under the heading of overseas travel allowance/travel expenses. With regard to the total amount of USD 115,953.38 concerning university expenses, it was determined that the claimant institution made payments totaling USD 76,038.00 to the Bank of America account of Old Dominion University in relation to the defendant’s educational expenses. With regard to the total amount of USD 90,439.00 concerning monthly education/study expenses, it was determined that a total amount of USD 119,005.88 was accrued for payment on behalf of the defendant and, in the remittance order lists, transactions totaling USD 52,087.36 were made for transfer to Wells Fargo Bank, 420 Montgomery, San Francisco, for payment on behalf of the defendant. However, subject to the discretion of the Honorable Court, as can be understood from the case file, all accrual procedures were completed by the claimant institution for a total amount of USD 206,392.38, consisting of USD 115,953.38 allegedly paid on behalf of the defendant to Old Dominion University under the heading of university expenses and USD 90,439.00 allegedly paid to the defendant under the heading of monthly education/study expenses. Following these accrual procedures, with regard to the actual payments made directly to the defendant himself and/or to third persons/institutions on behalf of the defendant, including the dates and amounts of such payments, I was only able to determine payments totaling USD 76,038.00. Apart from this amount, no determination could be made regarding payment documents, or the actual payment of the difference amounting to USD 130,354.38 between USD 206,392.38 and USD 76,038.00 could not be established. In this respect, as I previously stated in the conclusion and opinion sections of my principal report, supplementary report and 2nd supplementary report, the missing documents relating to the said difference of USD 130,354.38, the payment of which could not be verified by me, should be included in the case file. However, if the Court is of a different opinion and relies solely on the documents entitled ‘Accounting Transaction’ contained in the case file and relating to the debt accruals, it may be considered that a total amount of USD 206,392.38 was paid by the claimant on behalf of the defendant.” The 3rd Supplementary Expert Report dated 29/06/2026 containing the above findings shall be deemed to have been served seven days after the date of publication of this announcement. Any objections to the report may be submitted within two weeks from the date of deemed service. It is hereby PUBLICLY SERVED AND NOTIFIED that, at the hearing in which the taking of evidence is concluded, the proceedings may proceed to the decision stage and no further service of process will be made.
