Final Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) for The Master Clocks And Operations Facility
Naval Support Facility United States Naval Observatory
Pursuant to Section 102(2)(c) of the National Environmental Policy Act of 1969 (NEPA) and the Council on Environmental Quality’s regulations implementing the procedural provisions of NEPA (40 CFR Parts 1500–1508), the U.S. Department of the Navy gives notice that an Environmental Assessment (EA) has been prepared to evaluate the potential impacts on the human and natural environment associated with the proposed construction of a Master Clocks and Operations Facility at Naval Support Facility (NSF) United States Naval Observatory in Washington, DC.
The Proposed Action will be a multi-year, multi-phase installation of a Master Clocks and Operations Facility, which includes new construction, the renovation and demolition of existing structures, and an increase in personnel of approximately 67 individuals. The Proposed Action would increase operational efficiency; upgrade facilities to better meet mission requirements; and meet codes for Americans with Disabilities Act compliance, fire protection, and antiterrorism force protection.
Based upon the EA, the Navy finds that implementing the proposed action will not significantly affect the quality of the human and natural environment; therefore, a Finding of No Significant Impact (FONSI) has been prepared and a determination made that an Environmental Impact Statement is not required.
